What the Law in Slovenia Says About Electric Scooters
Legal classification L1e and L3e, mandatory equipment, speed limits, prohibitions on riding on bicycle paths and sidewalks.
L1e Classification (AM)
According to the Motor Vehicles Act (ZMV-1), an e-scooter with a limited speed of 45 km/h and a nominal power of up to 4 kW falls under the L1e category. An AM or B driving license acquired before April 1, 2013, is required.
L3e Classification (A1)
An e-scooter with power exceeding 4 kW and/or speed above 45 km/h falls under the L3e category. An A1, A2, or A driving license is required.
Mandatory Equipment for Scooters
LED daytime running lights (automatic), rear light, turn signals, brake lights, bell/horn, two braking systems (front and rear brakes), license plate.
Sidewalks and Bicycle Paths
Riding a motorized e-scooter (AM, A1) on sidewalks and bicycle paths is prohibited. You must ride on the roadway, just like with a gasoline moped.
Blood Alcohol Limit
For moped and motorcycle riders, a blood alcohol limit of 0.0‰ applies (absolute prohibition). Fines start from 600 € upwards + driving license suspension.
