You can only ride electric bicycles up to 25 km/h without a driving license. For all scooters, even 25 km/h models, you need at least an AM license.

Electric Scooter Without a License: What the Law Allows in Slovenia

In Slovenia, you need a driving license to operate any registered motor vehicle — including an e-scooter. Without a license, you can only ride an electric bicycle (EPAC) with an auxiliary motor up to 250 W and a maximum speed of 25 km/h.

Lowest Category: AM

The minimum license that allows you to ride an e-scooter is AM. You can obtain it at 15 years of age and it permits driving L1e category mopeds and scooters up to 45 km/h.

What if I have a B license (car)?

A B driving license obtained before April 1, 2013, also includes the right to drive AM and A1 category vehicles. After this date, you must pass an additional exam.

Common Misconception

The 25 km/h speed limit applies only to electric pedal bicycles. An electric scooter at 25 km/h is still a moped and requires an AM license, registration, and insurance.
