25 km/h Scooter: Does it exist and who is it suitable for?
A scooter limited to 25 km/h is still a moped — requiring an AM license, registration, and insurance. Only suitable for children as a 'slow AM' in selected countries, but not in Slovenia.
Many people in Slovenia are looking for a '25 km/h scooter,' believing it doesn't require a license. Unfortunately, this is not true — any motorized scooter, even if limited to 25 km/h, is considered a moped in Slovenia and requires an AM license, registration, and insurance.
Difference from an E-bike
An electric bicycle with an auxiliary motor up to 250 W and a speed up to 25 km/h is NOT considered a motor vehicle in Slovenia — hence no license is required. A scooter (without pedals) is always a moped.
Why the search for 25 km/h
In some countries (e.g., Austria, Germany), there is a moped category limited to 25 km/h for which the license is easier to obtain. In Slovenia, there is no such special category for scooters.
Best Alternative
For riding without a license, buy an electric bicycle. For full-fledged scooter riding in the city, an AM model up to 45 km/h — more practical and comparable in cost.
