Electric Moped vs. Electric Bicycle: Which to Choose?

An e-bike requires no license or registration, but is limited to 25 km/h and pedals. An e-moped (scooter) requires an AM license, but has a seat, luggage rack, and goes up to 45 km/h.

Electric Moped vs. Electric Bicycle: Which to Choose?

Electric Bicycle (EPAC)

Maximum motor power 250 W, assisted speed up to 25 km/h, mandatory pedals. No license, no registration, no insurance. Not suitable for longer daily commutes or carrying cargo.

Electric Moped (e-scooter AM)

Speed up to 45 km/h, motor power typically 2–3 kW, seat for two, luggage rack. Requires an AM license (from age 15), registration, helmet, and mandatory insurance.

Cost Comparison

Annual cost of an e-bike: no registration or insurance, ~30 € for electricity. Annual cost of an e-scooter AM: ~80 € for insurance + ~30 € for electricity. An e-scooter covers twice the distance in the same time.

When to Choose Which

Choose an e-bike for recreation and trips up to 5 km. Choose an e-scooter for daily commutes, longer distances, and comfortable, effortless riding.
